[The child benefit reform] is a change that was planned to come in next year, in January, and the Chancellor always said at the time he recognised that there were particular problems and that it would have to be addressed, as to whether the single earner loses an amount, whether the threshold was at the right point, how to address that particular cliff edge problem. Suddenly you qualify, suddenly you don't. He always said he would look at that in detail and hopefully he will do that this afternoon.
